The county treasurer is an elected position for a term of four years. The treasurer and staff are responsible for receipting and depositing all monies received by the county and releasing and disbursing all expenditures on the treasury. The treasurer also maintains the cash management by investing the monies in short term investments, and only transferring monies on an as needed basis.
 
The treasurer's office is also an agent to the Commonwealth of Pennsylvania for the sale and issuing of various licenses and permits. The office also maintains a database of the yearly dog licenses sold to facilitate a quick search when a lost dog is found. The treasurer has created a link for the Emergency Management Center to have access to the dog files for the after hours situations.
 
The office of Treasurer was created under Article 9, Section 4 of the Constitution of the Commonwealth of Pennsylvania. "The County Code" determine the requirements and functions of the office, which was established by Act of August 9,1955. The first treasurer in Adams County was appointed and took office in 1801. All subsequent treasurers have been elected. In 1997, Theresa Adamik became the first woman to hold the office in Adams County.
